USA DAILY WEATHER ALERT - OCTOBER 28, 2026 - LIVE NWS WARNING: TEXAS BRACES FOR VANCE FLOODING, ARIZONA-CALIFORNIA ATMOSPHERIC RIVER, AND FLORIDA STORMS

Published: October 28, 2026 - 8:15 AM EDT / 5:45 PM IST - All Over India English Text

Today's USA Daily Weather Alert is one of the busiest of fall 2026. The National Weather Service (NWS) and Weather Prediction Center (WPC) have issued overlapping alerts for 9 states for excessive rainfall, plus a separate winter alert for 11 states. If you are in USA or tracking USA weather from India, this is your must-read briefing.

The pattern is simple but dangerous: A broad area of low pressure developing across western USA and northern Mexico is pulling tropical moisture from Tropical Storm Vance in the Eastern Pacific and carrying it northeast into Texas. At same time, a second plume of tropical moisture from the remnants of Olana near Hawaii is being funneled by a powerful Pacific jet stream into California and Arizona as a classic Atmospheric River - also called Pineapple Express. This is happening during a rapidly strengthening El Nino.

SECTION 1: TEXAS - THE MAIN ALERT TODAY - VANCE REMNANTS FLASH FLOOD

Headline from NWS Weather Prediction Center Tweet Oct 27, 2026: "Tropical moisture from the remnants of T.S. Vance will enter Southwest Texas Thursday into Friday and bring the potential for locally heavy rainfall and scattered flash flooding potential. A storm system will move into the West Coast/Southwest towards the end of the week."

This is not a weak shower. WPC has issued a Slight Risk (Level 2 of 4) for Excessive Rainfall for Texas Big Bend beginning Thursday Oct 29. This means scattered flash flooding is likely.

Forecast Timeline for Texas:

- Oct 28 Wednesday Today: Mostly cloudy, warm 29C (84F) in Austin, rain chance 20% - calm before storm. Austin current: Partly Cloudy 19C humidity 81% - Good air quality.

- Oct 29 Thursday Day: Main event starts. Showers, High 26C, rain 60%, 4.94 mm expected early, but heavier later. Western, Central, South-Central Texas including Hill Country, San Angelo, Abilene, Big Bend region. Scattered to numerous showers and thunderstorms expected to develop Thursday afternoon and continue into Thursday night. Heavy rainfall possible in short periods of time - 2 to 3 inches per hour. This will bring risk of localized flooding and flash flooding. WPC says: "Mid to upper level moisture sourced from East Pacific will combine with strong southeasterly low level jet bringing moisture out of Gulf." Environmental ingredients will support organized heavy rainfall event.

- Oct 30 Friday: PM Showers, High 25C, rain 50%, 1.35 mm + Night showers 40%. Threat spreads to eastern Texas.

- Oct 31-Nov 1 Halloween Weekend: Vance moisture expands. Fox Weather says: "Moisture from Vance will impact more than 20 states on Halloween weekend. Texas is expected to face greatest flooding threat. Some areas may see 2 to 3 inches rain, higher amounts 4 to 5 inches possible." Level 2 out of 4 flash flood threat issued.

Affected Texas Cities: Austin, San Antonio, Hill Country, Big Bend, San Angelo, Abilene, Midland, Odessa, El Paso fringe. Low-lying roads, stream beds, drainage ditches at highest risk.

Safety Tips from NWS Texas:

1. Stay away from flood-prone areas such as stream beds, drainage ditches, culverts.
2. Move to higher ground if flooding threatens.
3. If you live or work in flood-prone areas, remain alert during heavy rain.
4. Be especially cautious at night - harder to recognize flood dangers.
5. Never drive into water of unknown depth. Most flash flood deaths occur when people drive into flood waters. Turn Around, Don't Drown.

Vance Current Status Oct 27 7:34 PM: Tropical Storm Vance maximum sustained winds 40 mph, min pressure 1003 mb, moving NW at 8 mph, 398 mi from Baja, 263 mi from mainland Mexico. No official watch/warning in NHC data now because it's weakening, but its moisture is the danger, not wind.

SECTION 2: 9 STATES EXCESSIVE RAINFALL WARNING

NWS warned parts of Arizona, California, Colorado, Kansas, Nevada, New Mexico, Oklahoma, Texas and Utah about potential flash flooding this week.

NWS official graphic: "Flash flooding impacts are possible over Texas Big Bend beginning Thursday. Slight Risk Level 2 of 4. Also, multiple days of rainfall may lead to flooding impacts over Arizona beginning Friday. Slight Risk Level 2 of 4."

This means not just Texas - the whole Southwest to Plains corridor is at risk Friday-Saturday.

SECTION 3: ARIZONA & CALIFORNIA - ATMOSPHERIC RIVER / PINEAPPLE EXPRESS - FIRST RAINY HALLOWEEN SINCE 1987?

This is the second big USA story today.

A plume of tropical moisture from remnants of Olana near Hawaii will slam into West Coast amid rapidly strengthening El Nino. This is classic Atmospheric River, also called Pineapple Express because moisture originates near Hawaii.

Timeline:

- Oct 30-31 Friday: Rain enters Arizona. NWS Tucson: showers and thunderstorms returning Friday. Phoenix forecast: Multi-day rain window, parts of Phoenix Valley could pick up more than an inch between Friday and Sunday, which would raise risk of localized flash flooding and travel impacts. Phoenix could see its first rainy Halloween since 1987.

- Nov 1-2 Saturday-Sunday: Deeper trough draws on moist air mass Sunday into Monday. Greatest flooding concerns focused across northern and central Arizona, Phoenix metro area, Southern California's inland valleys and foothills, Utah and Four Corners region. NWS says Southern California rainfall on Halloween weekend could be up to 250% of normal according to models. Heavy rain earlier this week already produced flooding, evacuations, water rescues in Four Corners region and NWS confirmed tornado struck Heber-Overgaard.

- Through Nov 5: Powerful Pacific jet stream, atmospheric river potential continues. Strong jet stream dynamics, multiple rounds of precipitation. If sufficient moisture, instability and colder air aloft overlap with stronger wind fields, environment could support more organized thunderstorms and locally severe weather including strong wind gusts and hail.

Why This Matters for India Audience Tracking USA: Lake Powell in Utah rose more than 10 feet after heavy rains last week - from record-low 3516.62 ft Sep 2026 to 3527.51 ft Oct 27. Full pool is 3700 ft. More water still flowing. So this rain is actually beneficial for drought but dangerous because it comes too fast - "a lot is coming too fast, too heavy" - causing rapid water rises, mud and rock slides.

California Details:

- Next low forming off British Columbia coast tonight into tomorrow, staying through early Friday, then slinks south, moves onshore Saturday, bringing another round wet weather. Into Halloween and start November it forms broad troughing across western CONUS which will slide east.

- WPC has noted marginal to slight risk of excessive rainfall that could lead to flash flooding Friday and Saturday in California.

- People should take care of changing conditions and reduced visibility.

SECTION 4: OTHER USA ALERTS TODAY - TO MAKE IT COMPLETE DAILY BRIEFING

- Florida: Low-pressure/Frontal system Oct 27-29 thunderstorms, isolated flash flooding. Marginal Risk for 27-28 Oct indicates rainfall rates 1.5-2.5 inches per hour. Enough to paralyze urban drainage in east-central and southeastern Florida. If tight connection to Miami or Orlando airports, allow extra 90 minutes ground transport. Plus high surf and coastal flood warning continues from previous nor'easter - 7-11 foot waves until Oct 30.

- Washington, Oregon, Idaho, Montana: Pacific low-pressure Oct 27-29 high-elevation snow 3000ft level Washington Cascades, mountain snow lower-elevation rain, accumulating mountain snow Idaho/Montana, mountain snow freezing temps Montana. Snow levels dropping to 3000 feet Washington, 4000 feet Idaho/Montana by Oct 28.

- Hawaii: Tropical moisture trough Oct 27-29 heavy rain flash-flood risk. Formal Flood Watch in effect from 6 am Tuesday through late Wednesday night. Oahu and Maui County high-risk zones. Avoid rental car trips into mountainous interiors.

- Mississippi Valley: Developing frontal system Oct 30-Nov 1 expanding rain and thunderstorms. This is where Vance moisture meets cold front.

- Eastern US: Eastward-moving system Oct 31-Nov 3 unsettled weather, possible rain, wet Halloween for trick-or-treaters.

SECTION 5: WHY OCTOBER IS ACTING VERY STRANGE IN 2026

YouTube weather analysis Oct 26-27 explains: Twin Cities hit 90F on Oct 11 latest 90-degree day on record, Minneapolis-St Paul still hasn't dropped below freezing this fall. Blocking pattern keeps warmth locked over central and eastern USA, with highs in 70s and 80s Thursday Oct 29 while West stays cool and stormy. This contrast is why we have record warmth in Midwest/East and snow in West and flood in Texas same week.

NOAA Climate Prediction Center leans warm for eastern half into second week November. So winter delayed in East, early in West.

SECTION 6: GLOBAL LINK FOR INDIAN READERS

While USA deals with Vance, India today Oct 28 dealt with Cyclone Arnab landfall in Andhra Pradesh with 135 kmph winds - same day. Chinsurah-Magra West Bengal your location: Today Haze 32C feels 38C humidity 62%, tomorrow Oct 29 Rain 90% 10.05mm humidity 88% due to Arnab moisture. So both USA and India under tropical moisture attack same week - shows global El Nino connection.

CONCLUSION - ACTION PLAN FOR NEXT 72 HOURS

- Texas: Prepare today - clean drains, emergency kit, avoid travel Thursday-Friday, especially Big Bend and Hill Country.

- Arizona, California, Nevada, New Mexico, Utah: Prepare for multi-day rain starting Friday. First rainy Halloween in decades possible. Avoid washes or flooded road dips. Use remote river records.

- Florida: Umbrella and extra airport time.

- Washington, Montana, Colorado skiers: Carry chains if crossing Cascades, check pass closures.

- All USA: Monitor NWS Weather Prediction Center @NWSWPC for excessive rainfall outlook updates.
